Trump Appointed Federal Judge Dismisses COVID-19 Pandemic Facemask Lawsuit - (But NOT Because The orders are Constitutional)

CNN is running a story today about a town called Stillwater, Oklahoma entitled City's proclamation requiring face masks in stores and restaurants is amended after threats of violence
Excerpt: "But on Friday, Mayor Will Joyce softened the rule to encourage, not require, face coverings..."
Stillwater City manager Norman McNickle (the city's former police chief & FBI trained stooge) issued a press release on the city website, decrying alleged threats of violence by those unhappy with the face mask order. This is an excerpt. Pay attention to the middle paragraph in bold:
"In the short time beginning on May 1, 2020, that face coverings have been required for entry into stores/restaurants, store employees have been threatened with physical violence and showered with verbal abuse. In addition, there has been one threat of violence using a firearm. This has occurred in three short hours and in the face of clear medical evidence that face coverings helps contain the spread of COVID-19."Many of those with objections cite the mistaken belief the requirement is unconstitutional, and under their theory, one cannot be forced to wear a mask. No law or court supports this view. In fact, a recent Federal lawsuit against Guthrie's face covering order was fully dismissed by the United States District Court for the Western District of Oklahoma.
"It is further distressing that these people, while exercising their believed rights, put others at risk. As mentioned, there is clear medical evidence the face coverings prevent COVID-19 spread; they are recommended by both the CDC and the Oklahoma State Department of Health. The wearing of face coverings is little inconvenience to protect both the wearer and anyone with whom they have contact. And, an unprotected person who contracts the virus can infect their own loved ones and others."
When the city manager says "In fact, a recent Federal lawsuit against Guthrie's face covering order was fully dismissed by the United States District Court for the Western District of Oklahoma," he dishonestly implies that the case was dismissed because the judge ruled that the face mask orders do not violate the constitution. But that is not what happened at all.
In the case against Guthrie Oklahoma, (Here's a copy of the actual lawsuit in it's entirety) Judge Scott L. Palk a Trump appointee, dismissed the case not on lack of merit of constututional grounds, but because the plaintiffs did not have standing to sue. In other words, Judge Palk tossed the case because the plaintiffs had not been arrested, prosecuted or threatened with prosecution for not obeying the face mask or lockdown orders in Guthrie.

So this begs the question. Why would city manager claim that "No law or court supports this view" that a face-mask order is unconstitutional?
Let's look at his background. A lifelong politician, police chief & 'FBI national academy' graduate. Constitutional or civil rights are obviously not McNickle's strong suit.
Norman McNickle has served the City of Stillwater since 1976, where he worked up the ranks to become chief of police in 1987. McNickle was appointed administrative director of public safety in 2011, overseeing police, fire and emergency services.He was named interim city manager in December 2015 and Stillwater City Council unanimously approved him as Stillwater city manager in February 2016.
... McNickle is a graduate of the FBI National Academy and earned a bachelor’s degree in business administration from Oklahoma State University.
